Deep Roots in Higher Education

  • With over a decade of service at El Paso Community College—as a student, part-time faculty, full-time faculty, program developer & manager—Luther understands the challenges and opportunities within our college system from the inside out.
    His passion for student success is built on firsthand experience. 

Business & Entrepreneurial Experience

  • As a former CEO, CTO, and manager, Luther has successfully led several businesses right here in El Paso. He knows what local employers are looking for and how to align EPCC programs to meet real-world job demands. 

Academic Excellence

Luther’s diverse academic background empowers him to make informed decisions for EPCC’s future:

  • Bachelor of Science in Psychology and Biology
  • MBA with a specialization in IT Management
  • Ph.D. in Computer Science

 He is also a proud UTEP alumnus and a member of the UTEP Alumni Association. 

Technical & Industry Certifications

Luther is a certified Microsoft Systems Engineer (MCSE) in network and cybersecurity, and holds numerous IT certifications including:

  • CompTIA  A+, Network+, Security+
  • Cisco Certified Network Associate (CCNA)
  • And more

He is also a SME (subject matter expert) with CompTIA.. This technical foundation equips him to support EPCC’s innovation and infrastructure needs.

Government & Community Engagement

Luther has worked directly with:

  • El Paso County Judge and Commissioners Court
  • EPISD and the Texas Higher Education Coordinating Board (THECB)
  • Local public safety departments (EPPD, EPFD)
  • The U.S. Army’s educational programs

His public service record reflects a commitment to collaboration and results have earned him US Congress, State of Texas and City of El Paso recognition awards.
